In 2010-11, the Canadian Transportation Agency invited submissions of opinion on the prevalence of the use and forms of limited distribution tariffs (LDTs) in railway transportation. The Agency solicited the views of interested parties on the question of whether the use of LDTs is permitted within the legislative regime contained in Division IV of the Canada Transportation Act and whether there exist any other “hybrid” mechanisms that are neither public tariffs nor confidential contracts. The Agency undertook this consultation in order to gain a better understanding of limited distribution tariffs.
